Why Indonesian is hard to understand
Regional phonological colouring
- Most Indonesians speak Bahasa Indonesia as a second language
- Almost all Indonesians learn Bahasa Indonesia as their second language — their first is Javanese, Sundanese, Batak, Balinese, or one of over 700 regional languages. In an interview, the interviewer's Bahasa is coloured by their regional phonological background: Javanese b/p distinctions, Batak nasal clusters, Sundanese vowel systems. A deaf candidate watches a different lip pattern depending on where the interviewer grew up.
Javanese code-switching
- Javanese enters professional conversation in Central and East Java
- Indonesia's most populous region (Central and East Java) has a large proportion of Javanese-Indonesian bilinguals, and Javanese frequently enters professional conversation in Jakarta and Surabaya offices. A deaf candidate without Javanese knowledge may suddenly be watching a sentence in a language they cannot track visually.
Register gap
- Formal Bahasa Indonesia differs substantially from everyday colloquial speech
- Formal interview Bahasa Indonesia uses Dutch-derived loanwords, Sanskrit-derived vocabulary, and official grammatical constructions absent from everyday colloquial speech. The gap between formal and colloquial Indonesian is wide. A deaf candidate familiar with everyday Jakarta Indonesian faces unfamiliar lip patterns when the interviewer switches to formal register.
English code-switching in multinationals
- Jakarta multinationals switch to English mid-question
- In Jakarta-based multinational companies and in the tech sector, English enters interview conversation frequently — sometimes mid-sentence. A deaf candidate tracking Bahasa Indonesia may suddenly be watching an English phrase they were not expecting, with no visible signal of the language shift.
Nasal prefixes and regional phonology
- Javanese nasal harmony and Sundanese affixes are invisible on the lips
- Javanese nasal consonants and Sundanese nasal affixes do not exist in standard Bahasa Indonesia. When these features enter code-switched interview speech they are produced at the back of the mouth and nasal cavity — producing no visible lip movement that a deaf candidate watching the interviewer could detect.

Indonesia's 2022 Population Census recorded approximately 255,000 people completely unable to hear and around 669,000 with severe hearing difficulties — with broader estimates placing the deaf and hard of hearing population at approximately 9 million (3.3% of the total population). Indonesia ratified the UN Convention on the Rights of Persons with Disabilities in 2011 and enacted Law 8/2016 on Persons with Disabilities, which includes employment provisions and a quota system for private and public employers. In practice, interview-stage accommodations for deaf and hard of hearing candidates — captioning, sign language interpretation — are rarely provided, and awareness of accommodation obligations among HR departments is inconsistent.
Indonesia has two sign language systems: BISINDO (Bahasa Isyarat Indonesia), which developed naturally within the deaf community, and SIBI (Sistem Isyarat Bahasa Indonesia), an artificial system that follows spoken Indonesian grammar. The deaf community predominantly uses BISINDO, but SIBI is the officially taught system in schools — a mismatch that has created educational barriers for deaf students and affected their language development and, in turn, their employment readiness. Unlike SIBI, BISINDO lacks formal legal recognition, limiting the resources and interpretation services available to BISINDO users in formal settings including job interviews.
The geographic scale of Indonesia — over 17,000 islands, 34 provinces, 270 million people — means that employment opportunities and disability support infrastructure are heavily concentrated in Java, particularly Jakarta. Deaf and hard of hearing candidates in Sumatra, Kalimantan, Sulawesi, or Papua face additional distance from interpreter services and formal employment centres.
