The Challenge

Subtitles exist. That does not mean they work.

Research from the European Commission found that subtitles as currently provided on television are not sufficient to give hearing-impaired viewers full comprehension of content. One study found that only 2% of participants watching an animation with standard subtitles understood what it was about — compared to 65.5% of participants who received improved subtitles (EurekAlert). The problem is not the absence of subtitles. It is the quality of the ones that exist.

The industry average for AI-generated transcription and subtitling is a 10–15% word error rate — meaning roughly 1 in 10 words is wrong (3Play Media). For hearing viewers watching with captions for preference, this is a minor inconvenience. For deaf and hard of hearing viewers who depend on captions to follow the content at all, a 10% error rate means a meaningful portion of every sentence is corrupted. The subtitle is there. It just does not say what was actually said.

Live TV is worst of all. Pre-generated subtitles cannot exist for content that has not been produced yet — so live news, sport, and events rely on real-time automated subtitling that frequently lags by several seconds and degrades in accuracy during fast speech. For a deaf or hard of hearing viewer watching a live event, the subtitles describe what happened several seconds ago. For foreign-language content, social media video, and most user-generated content, subtitles are often absent entirely.
