Why Croatian is hard to understand

Three-dialect split

  • One country, three very different sound systems
  • Croatian has three distinct supradialects: Shtokavian (the standard), Chakavian along the Adriatic coast, and Kajkavian in the Zagreb region. An interviewer from Zagreb may use Kajkavian vowel shifts and vocabulary that differ substantially from the standard Croatian a deaf reader prepared for.

Pitch accent system

  • Standard Croatian uses a pitch accent system with four tonal patterns — rising and falling on long and short vowels. These distinguish word meaning entirely through prosody, with no visible lip marker whatsoever.

Ijekavian vowel complexity

Hearing loss and employment in Croatia

The 2011 Croatian national census recorded 13,230 persons with hearing impairment, of whom 2,763 had total or major disability. The Croatian Association of the Deaf and Hard of Hearing — established in 1921 and today representing approximately 9,000 members across 23 organisations — has documented the persistent employment barriers facing deaf Croatians, including a lack of workplace interpreters and the absence of consistent captioning provision in recruitment.

Eurostat data for 2024 shows that the at-risk-of-poverty rate among working-age people with disabilities in Croatia was 37.8% — among the highest in the European Union. This figure reflects the intersection of a tightening labour market and limited accommodation infrastructure. For deaf and hard of hearing Croatians, the communication barriers in a spoken job interview compound economic vulnerability that disability policy has not yet adequately addressed.

The WHO World Report on Hearing (2021) highlighted that globally, unaddressed hearing loss carries an economic cost estimated at over USD 980 billion annually, with the burden concentrated among working-age adults with the least access to support services.
