Why Latvian is hard to understand

Three pitch tones

  • Level, falling, and broken tones distinguish words with no lip movement
  • Latvian has three pitch tones — level, falling, and broken (laryngeal) — that distinguish word meanings which are otherwise identical. These are entirely auditory with no visible lip correlate. A deaf lip-reader tracking Latvian cannot detect the tonal distinction and cannot distinguish pitch-differentiated word pairs visually.

Vowel length pairs

  • Short and long vowels change meaning with the same lip shape
  • Latvian distinguishes short and long vowels across the whole vowel inventory — /a/ vs /ā/, /e/ vs /ē/, and so on. The distinction is purely durational; the lip shape for a vowel is the same whether it is short or long. On a phone call this difference is invisible to a lip-reader.

Dialect tonal merger

  • Western and Eastern Latvia use different tonal systems
  • In western Latvia, the falling and broken tones merge into one; in eastern Latvia (Latgale), the level and falling tones merge. A phone call from Liepāja uses a different tonal system from one from Daugavpils — a source of phonological mismatch for a lip-reader familiar with one region.

Latvian-Russian code-switching

  • Russian enters mid-sentence in Riga and Latgale
  • Approximately 25% of Latvia's population are Russian speakers. In Riga and across the Latgale region, code-switching between Latvian and Russian on phone calls is common. The phonological shift between the two languages is abrupt — Russian consonant clusters and vowel reduction patterns differ completely from Latvian.

Latgalian dialect

  • Eastern Latvian reads differently from standard Latvian
  • Latgalian (spoken in eastern Latvia) is sometimes classified as a separate language. It has distinct vowel qualities, a merged tonal system, and vocabulary divergences. A call from Rēzekne reads very differently from standard Latvian spoken in Riga.

Hearing loss in Latvia: 32,000 at risk and limited infrastructure

The Latvian Association of the Deaf (LAD) estimates that approximately 32,000 people throughout Latvia are at risk of social exclusion due to deafness or severely impaired hearing. An EU-funded report found that Latvia had historically lacked a comprehensive service offer dedicated to the socioeconomic integration of deaf and hearing-impaired people — a gap that led to the opening of two purpose-built rehabilitation centres in Riga and Liepāja in December 2011, supported by EU Regional Development Fund investment.

Despite this progress, the rehabilitation infrastructure addresses employment and social integration, not real-time phone communication access. Latvian deaf and hard of hearing people making phone calls to banks, healthcare providers, or utility services have no captioning provision — a gap that affects daily independence. The Global Burden of Disease 2019 study, applying European regional prevalence rates to Latvia's 1.9 million population, estimates approximately 380,000 Latvians with some degree of hearing loss.
