Why Kazakh is hard to understand
Back-throat consonants
- Kazakh's uvular and velar sounds are invisible
- Kazakh uses three back-of-mouth consonants that are entirely invisible during lip reading: /ɣ/ (voiced velar fricative, written ғ), /q/ (uvular stop, written қ), and /χ/ (voiceless velar fricative, written х). These are among the most common consonants in Kazakh words, yet they are produced far behind the lips and leave no visual trace. On a phone call, where lip reading is not available, their acoustic quality is also compressed.
Russian code-switching
- Nur-Sultan and Almaty callers mix Kazakh and Russian mid-sentence
- In Kazakhstan's major cities, Kazakh and Russian coexist in daily speech — and callers routinely switch between them within a single sentence. A phone call from a colleague in Almaty may begin in Kazakh, shift to Russian for a technical term, return to Kazakh for the closing. For a hard of hearing person, this doubling of phonological systems requires twice the cognitive load to parse.
Nine-vowel reduction
- Vowel harmony collapses in fast speech
- Kazakh has nine vowels in a front-back harmony system that governs suffix forms. In fast conversational speech — the register typical of phone calls — unstressed vowels reduce and the harmony distinctions that mark grammatical relationships become acoustically faint. A hard of hearing caller following vowel harmony as a parsing cue loses that scaffold in rapid speech.
Regional dialect contrast
- Northern and Southern Kazakh sound different
- Northern Kazakh — spoken in Nur-Sultan, Karaganda, and the Russian-influenced north — has significant Russian phonological influence and more loanwords than Southern Kazakh. Southern Kazakh, spoken around Shymkent and in regions bordering Uzbekistan, has Uzbek phonological influence and a more distinct Kazakh pronunciation. A call from the north versus the south presents a different phonological profile entirely.
Agglutinative compression
- Long suffix chains blur together in fast speech
- Kazakh is agglutinative — case, plurality, tense, and aspect are all expressed as suffix chains on a single word root. In fast phone conversation, these suffix chains compress into a blur that requires knowing the grammar deeply to segment. For a hard of hearing caller who has missed a phoneme in the root, the entire word becomes unrecoverable.

Approximately 150,000 individuals are officially registered as having hearing impairments in Kazakhstan, though experts estimate the actual number may reach 250,000 — reflecting underdiagnosis and limited access to audiological services outside major cities. The highest prevalence of hearing loss is recorded among working-age adults aged 18 to 59, who account for 20 percent of all reported cases. For context, a 2026 cross-sectional analysis published in Frontiers in Public Health described significant gaps in hearing loss burden assessment infrastructure in Kazakhstan, with no nationally representative prevalence figure available from systematic screening.
The government provides deaf Kazakhstanis with 30 hours of sign language interpretation per year — roughly two and a half hours per month. This allocation must cover medical appointments, government interactions, employment, education, and any other formal communication need. Hearing-impaired people in Kazakhstan are officially assigned only the third disability group, the lowest classification, which excludes them from housing support and many other state privileges available to people with higher-group disabilities.
