Why Azerbaijani is hard to understand
Back-throat fricatives
- Velar and uvular sounds disappear on a phone
- Azerbaijani uses velar fricatives /x/ and /ɣ/ — sounds produced at the back of the mouth similar to the German 'ch' in Bach. On a phone call, these consonants are already compressed by audio encoding; for a deaf or hard of hearing person relying on visual cues, they leave no trace at all on the lips.
North-South dialect gap
- Northern and Southern Azerbaijani sound different
- Northern Azerbaijani (spoken in the Republic of Azerbaijan) and Southern Azerbaijani (spoken in northwestern Iran) differ significantly in vowel quality, consonant realization, and vocabulary. A call from Tabriz sounds notably different from a call from Baku — and both differ again from Azerbaijani spoken in diaspora communities in Russia or Germany.
Vowel reduction in fast speech
- Eight vowels collapse in casual conversation
- Azerbaijani uses a front-back vowel harmony system with eight distinct vowels. In fast everyday speech — the kind typical of phone calls — unstressed vowels reduce and neutralize, collapsing the distinctions that give Azerbaijani its characteristic sound. For a hard of hearing caller, the phoneme inventory arriving through the speaker sounds narrower than the written form suggests.
Rounded front vowels
- Ö and Ü look identical on the lips
- The rounded front vowels /ø/ (ö) and /y/ (ü) share the same lip configuration — protruded and rounded — making them visually indistinguishable. In fast phone conversation where these appear in unstressed syllables, even experienced lip readers cannot distinguish them without acoustic support.
Code-switching with Russian
- Baku callers mix Azerbaijani and Russian mid-sentence
- In urban Baku and among older Azerbaijanis, Russian loanwords and code-switching are woven naturally into Azerbaijani conversation. A call from a family member or colleague in Azerbaijan may shift between Azerbaijani and Russian within a single sentence, doubling the phonological landscape a hard of hearing person must navigate.

Globally, the GBD 2019 study estimated that 1.57 billion people — roughly one in five — live with some degree of hearing loss, and approximately 430 million have disabling hearing loss requiring intervention. Applied to Azerbaijan's population of roughly 10 million, this implies a substantial community navigating daily communication without adequate hearing — yet national data on hearing loss prevalence remains sparse, and dedicated audiological screening infrastructure is limited outside Baku.
Approximately 624,000 people in Azerbaijan are registered as having some form of disability, representing about 6.4 percent of the population. Sensory impairments — including hearing and vision loss — form a significant proportion of this group. Azerbaijan has no comprehensive national sign language law, and provision of professional sign language interpreting outside educational settings is inconsistent. For deaf and hard of hearing Azerbaijanis, access to healthcare information, government services, and employment communications often depends on improvised support rather than guaranteed accommodation.
