Why Serbian is hard to understand

Four-pitch accent system

  • Serbian has four lexical pitch accents — short/long × rising/falling — entirely acoustic and entirely invisible on the lips
  • Serbian distinguishes four pitch accents: short rising, short falling, long rising, long falling. These distinctions are carried entirely by the voice's pitch contour and syllable duration — producing no visible lip, tooth, or facial movement. In a meeting, every multisyllabic Serbian word carries pitch accent information that a deaf or hard of hearing person lip-reading cannot access at all.

Ekavian vs Ijekavian

  • Standard Serbian (Ekavian) and Bosnian/Montenegrin (Ijekavian) pronounce the same words differently — creating a visual mismatch in cross-regional meetings
  • The Ekavian/Ijekavian division means the same word looks different on the lips depending on the speaker's origin: 'mleko' (Ekavian, Serbia) vs 'mlijeko' (Ijekavian, Bosnia). In a cross-border meeting, a deaf lip-reader who has learned to read Ekavian encounters Ijekavian colleagues whose words appear to have extra syllables in unexpected positions.

Pitch contrast collapse at speed

  • At meeting pace, Serbian's pitch accent and vowel length contrasts compress — removing the phonological layer that distinguishes hundreds of word pairs
  • Serbian's pitch accent and vowel length together constitute a two-dimensional phonological contrast. At fast meeting pace, both dimensions compress — the short/long distinction merges, and the rising/falling difference is lost in the speed of the utterance. A deaf person lip-reading a fast Belgrade meeting cannot access this layer even if they are aware of its existence.

Fast Belgrade speech

  • Colloquial Belgrade Serbian drops syllables and reduces consonant clusters at meeting pace in ways invisible to lip-reading
  • Colloquial Belgrade Serbian at meeting speed undergoes significant consonant cluster reduction and vowel elision at word boundaries. Common words are shortened, prefixes merge with roots, and the prosodic structure of careful speech is replaced by a compressed fast register. A deaf or hard of hearing person who has learned to lip-read careful Serbian encounters a different set of mouth shapes from a Belgrade colleague in a fast meeting.

Serbian–English code-switching

  • Belgrade tech and corporate meetings embed English management vocabulary into Serbian sentences, creating mid-sentence phonological transitions
  • Serbia's growing technology and startup sector has created a professional register where English management and IT terms appear mid-Serbian sentence. In a Belgrade tech meeting, a sentence begins in Serbian phonology and ends with English terms delivered without transition. The deaf lip-reader encounters a sudden mismatch of phonological systems without warning.

The Challenge

Hearing loss and workplace exclusion in Serbia

Persons with disabilities represented 7.96% of the population of Serbia as of 2016, according to data cited in the UN CRPD review of Serbia. Serbia passed a Law on the Use of Sign Language guaranteeing every deaf person the right to sign language interpreting services, funded by the Ministry of Labour — a significant legislative achievement. However, a historical ban on sign language that existed for decades prior to this recognition created a generation of deaf Serbians who navigated education and professional life without either strong sign language or adequate speech access, producing long-term employment disadvantage that legal recognition alone cannot fully address.

The World Bank's disability empowerment project in Serbia documented the structural employment barriers facing persons with disabilities, including deaf Serbians, with trained interpreters enabling communication with local officials, courts, teachers, and employers. Yet interpreter provision for professional meetings — as distinct from legal and administrative settings — remains limited. In meeting-heavy professional roles in Belgrade, Novi Sad, and Niš, deaf professionals routinely attend formal meetings, negotiations, and training sessions without real-time language support.

Serbia's technology sector, concentrated in Belgrade, is one of the fastest-growing in Southeast Europe. The integration of English vocabulary into Serbian corporate speech adds a second phonological layer to meeting accessibility that existing tools were not designed to handle.
