Why Marathi is hard to understand

Four-way stop contrasts

The Challenge

63 million deaf and hard of hearing Indians — and Maharashtra's corporate meetings are still inaccessible.

India has approximately 63 million people with disabling hearing loss, one of the largest deaf and hard of hearing populations in the world. Maharashtra, as one of India's most populous and economically significant states, has a proportionally large share of this population. The 2011 census revealed that of 13.4 million working-age Indians with hearing disability, 73.9% were classified as marginal workers — meaning only 26.1% had stable, formal employment. For a state whose economy is centred on Mumbai's financial sector and Pune's technology and manufacturing industries — both environments dominated by verbal meetings — this represents a profound structural exclusion.

India's Persons with Disabilities Act (1995) and the Rights of Persons with Disabilities Act (2016) both mandate employment provisions for people with hearing disabilities, including 1% reservation in government employment. But implementation has been inconsistent, particularly in the private sector. More critically, there is no corporate interpreter provision standard, no captioning framework for Indian-language meetings, and no established process requiring companies to make internal meetings accessible to deaf employees.
