Why Latvian is hard to understand
Three-tone system
- Falling, level, and broken tones distinguish word meaning
- Standard Latvian uses a three-tone pitch system — falling, level, and broken — on stressed syllables. In a business meeting, minimal pairs that differ only by tone provide no visual cue at the lips; the distinction is entirely acoustic, and a deaf attendee relying on lip-reading alone cannot recover it.
Livonian dialect reductions
- Courland Latvian drops whole syllables in natural speech
- The Livonian dialect, spoken in western Kurzeme, carries a Finno-Ugric substrate from the extinct Livonian language. Short unstressed vowels in word-final positions are frequently deleted — 'māja' (house) surfaces as 'mã', 'saule' (sun) as 'saũl'. In a meeting with a colleague from Liepāja or Ventspils, familiar words look and sound radically truncated.
High Latvian gap
- Eastern Latvian has a different prosodic system from standard
- High Latvian (Augšzemnieku), spoken in the Latgale region, has only two tones rather than three — the falling and broken tones merge. In a meeting with a Daugavpils or Rēzekne colleague, the prosodic pattern shifts entirely, and words that rely on the broken tone distinction become ambiguous.
Quantity distinctions
- Long and short vowels carry meaning but compress at meeting speed
- Latvian has phonemic vowel length — /a/ and /ā/ are distinct morphemes. In fast corporate speech, the length contrast reduces, and words that differ only by vowel length become acoustically similar. A deaf attendee tracking a fast Riga briefing must disambiguate length contrasts that are already marginal in natural speech.
English code-switching
- Latvian corporate meetings embed English without transition
- Latvia's technology, logistics, and financial sectors are deeply internationally integrated. Riga meetings routinely mix Latvian and English in the same sentence, and for a deaf attendee the sudden switch to English phonology — different vowels, different consonant clusters — creates a calibration gap mid-sentence.

Latvia has the highest level of reported disability in the European Union — 40.7% of the population aged 16 and over reported some degree of disability in 2023, according to Latvian Public Broadcasting (LSM) and Eurostat data. The Latvian Association of the Deaf (LAD) estimates that approximately 32,000 people across Latvia are at risk of social exclusion due to deafness or severely impaired hearing. In 2021, 37.5% of disabled persons over the age of 16 in Latvia were at risk of poverty or social exclusion — the highest rate in the Baltic States and among the highest in the entire European Union.
EU Structural Funds have supported accessibility infrastructure: two purpose-built rehabilitation centres for deaf and severely hearing-impaired people opened in Riga and Liepāja in December 2011, providing sign language interpretation, sign language training, and communication support. However, these services address social and administrative needs rather than real-time workplace meeting access. The Washington Group disability report for Latvia (2025) documents that formal disability status and workplace accommodation remain misaligned — most deaf workers do not have captioning or interpretation available during professional meetings.
Latvia's professional environment is multilingual — Latvian, Russian, and English are all used in Riga offices, and government language policy has been pushing Latvian as the sole official medium in public-sector meetings since 2023.
