Why Latvian is hard to understand

Three-tone prosody

  • Level, falling, and broken tones distinguish words — all three look identical on the lips
  • Latvian has three phonemic tone patterns — level, falling, and broken (interrupted or creaky) — that distinguish word meaning. These tones are purely acoustic; the lips produce exactly the same position for all three variants of the same vowel. A deaf or hard of hearing lip reader receives no signal for these distinctions in everyday conversation.

Long vs short vowels

  • Ten vowels distinguished by duration — all duration differences are acoustic only
  • Latvian distinguishes five short and five long vowels, all phonemically distinctive. The duration difference is entirely acoustic — both the short and long version of a vowel produce the same lip shape. Near-homophone pairs created by length differences are a recurring feature of everyday Latvian vocabulary.

Three dialect groups

  • Livonian, Middle, and High Latvian have distinct vowels and prosodic patterns across regions
  • Latvian has three principal dialects — Livonian (Courland), Middle, and High Latvian — with distinct vowel systems, diphthong realizations, and prosodic patterns. In western Latvia the broken tone merges into the falling tone; in eastern Latvia the level tone merges differently. A deaf person calibrated to Standard Latvian (based on Middle Latvian) encounters different phonological profiles from speakers across the country.

Consonant palatalization

  • Hard and soft consonants change meaning — palatalization is invisible at the lips
  • Latvian consonants can be palatalized (soft) or non-palatalized (hard), and this distinction changes word meaning. Palatalization is produced by raising the tongue toward the palate — a movement with no surface lip trace. Two words distinguished only by consonant softness look identical to a lip reader.

Latgalian divergence

  • High Latvian dialects in Latgale have distinct vowel shifts and additional diphthongs
  • The High Latvian dialects of the Latgale region in eastern Latvia have distinct vowel shifts, additional diphthongs, and different consonant realizations that make Latgalian speech sound significantly different from Standard Latvian. For a deaf person from Riga, a Latgalian speaker requires calibrating to an effectively different phonological profile.

The Challenge

Around 32,000 people in Latvia face social exclusion due to deafness — and two rehabilitation centres barely scratch the surface of informal daily communication gaps.

According to the Latvian Association of the Deaf (LAD), approximately 32,000 people in Latvia are at risk of social exclusion due to deafness or severely impaired hearing. To address this, two dedicated support and rehabilitation centres for deaf and severely hearing-impaired people have been opened in Riga and Liepāja, funded with support from the European Regional Development Fund. These centres provide sign language interpretation and rehabilitation services, representing a significant investment in deaf inclusion infrastructure.

Despite the rehabilitation infrastructure, the services provided cover formal and scheduled contexts. Family meals, neighbourhood conversations, and spontaneous daily communication are outside the scope of interpreter services. Latvia's deaf community navigates everyday informal life — where the tonal and dialectal variation of Latvian creates a particularly demanding lip-reading environment — without formal support for those moments.

The GBD 2019 study (PMC7960691) estimated globally that 1.5 billion people live with some degree of hearing loss. For Latvia, the 32,000 figure from the Association of the Deaf likely understates the total hearing loss burden, capturing only those at acute risk of social exclusion. Many more Latvians with partial hearing loss navigate daily life with hearing aids but without support in informal settings where Latvian's three-tone prosody and regional dialect variation create comprehension challenges.
