Why Azerbaijani is hard to understand

Uvular consonants at the throat

  • Azerbaijani uvular q and ğ are produced deep in the throat with no visible lip movement
  • Azerbaijani has uvular stops and fricatives — the q and ğ sounds — produced far back in the oral cavity, well beyond what the lips or face reveal. For a deaf or HoH person reading mouth shapes at a family gathering, these sounds are phonologically significant but visually absent. A word boundary or meaning hinge may rest entirely on a consonant that leaves no trace on the face.

Eight-vowel harmony system

  • Vowel harmony operates across eight vowels with minimal visible lip difference between pairs
  • Azerbaijani's front-back and rounded-unrounded vowel harmony system operates across eight vowels. While rounded vowels show some lip protrusion, the auditory quality distinctions — particularly between /e/ and /æ/, or /o/ and /ø/ — are subtle enough that lip-reading even familiar words across a family table in ambient noise is unreliable.

Northern–Southern dialect split

  • Northern (Azerbaijan) and Southern (Iranian) Azerbaijani diverge enough that familiar words look different on the lips
  • Azerbaijani spoken in Azerbaijan and the variety spoken in northwestern Iran differ in vowel inventory, consonant realizations, and loanword phonology. Connected-speech compression

  • In normal family conversation, Azerbaijani undergoes connected-speech processes — vowel reduction, assimilation across word boundaries, syllable compression. The formal pronunciation taught in schools bears little resemblance to the rapid pace of a family dinner, where every other consonant closure is absorbed into the surrounding stream.

The Challenge

Hearing loss in Azerbaijan: official numbers, access gaps, and daily life

More than 12,000 people in Azerbaijan are officially registered as having hearing and speech disabilities, according to the country's Deputy Minister of Labour and Social Protection. Official registration, however, is tied to the disability benefit system, and researchers consistently find that administrative counts underestimate actual prevalence — particularly among older adults and rural populations who do not seek formal registration. The Global Burden of Disease 2019 study estimated that hearing loss affects approximately one in five people globally, a figure that, applied to Azerbaijan's population of ten million, suggests the real number is substantially higher than the registered count.

Azerbaijani Sign Language (AzSL) has no formal legal recognition. The government has supported some technology initiatives — including a mobile AzSL learning application backed by private sponsors — but there is no statutory right to sign language interpretation and no publicly funded national interpreter service comparable to those in Western Europe. Deaf and hard of hearing Azerbaijanis seeking interpretation for anything beyond official medical or legal appointments must arrange it privately, at their own cost.

In daily life, the gap is most acute in ordinary domestic settings. Family conversations at home, neighbour exchanges, market transactions, casual social gatherings — none of these settings are covered by any formal accessibility provision. Deaf and HoH Azerbaijanis navigate them through a combination of lip-reading, gesturing, and dependence on hearing family members. The social toll is real: studies of comparable populations across the region consistently document elevated rates of social isolation among deaf adults who do not have access to real-time communication tools.
