Why Azerbaijani is hard to understand
Vowel harmony
- Eight vowels — front and back series look the same on lips
- Azerbaijani has a vowel harmony system with eight vowels divided into front and back series. The distinction between harmonic pairs is primarily a matter of tongue position, not lip shape — at a family dinner table, front /y/ and back /u/, or front /ø/ and back /o/, produce nearly identical lip rounds. Fast colloquial speech compresses these vowel distinctions further.
Uvular consonants
- Back-of-throat sounds leave the lips still
- Azerbaijani has uvular and back-velar consonants — /q/, /x/, and /ɣ/ — produced far back in the throat with essentially no forward lip or jaw movement. These sounds appear frequently in native Azerbaijani vocabulary and are visually indistinguishable from the corresponding front-velar /k/ and /g/ at a social gathering.
North-South dialect split
- Baku Azerbaijani and South Azerbaijani differ significantly
- Standard Azerbaijani is based on the Baku urban dialect; South Azerbaijani spoken in Iranian Azerbaijan uses the Tabriz norm. The two varieties differ in phonology, loanword inventory, and prosody. Family gatherings that mix relatives from Baku and from Tabriz or Ardabil present a deaf person with two distinct phonological systems at the same table.
Azerbaijani-Russian switching
- Russian enters mid-sentence in urban Azerbaijani gatherings
- In Azerbaijan, Russian remains widely used in urban professional settings and among older generations. Social gatherings — particularly in Baku — routinely shift between Azerbaijani and Russian mid-sentence. A deaf person applying Azerbaijani lip-reading patterns is suddenly reading Russian phonology without warning.
Loanword clusters
- Russian and Persian borrowings introduce unfamiliar consonant sequences
- Azerbaijani has absorbed extensive Russian and Persian loanwords with consonant cluster patterns foreign to native Azerbaijani phonotactics. In educated social speech these cluster-heavy borrowings are common. A deaf person trained on native Azerbaijani vocabulary finds these sequences producing unfamiliar lip patterns.

Azerbaijan has an estimated 624,000 people living with some form of disability — approximately 6.4% of the national population. Sensory impairments, including hearing loss, represent a significant share of this figure. The Global Burden of Disease 2019 study found that hearing loss is the most common cause of years lived with disability across Eastern Europe and Central Asia, with age-standardised prevalence rising sharply over the past three decades. Azerbaijan ratified the UN Convention on the Rights of Persons with Disabilities in 2009, committing to accessible services and sign language recognition, but implementation of accessibility standards in social and community settings remains limited.
Deaf and hard-of-hearing people in Azerbaijan face significant access gaps in daily social life. Sign language interpretation services are concentrated in major cities, and the availability of real-time communication support at family gatherings, community events, and informal social settings is effectively nil. The country's transition through the post-Soviet period left many disability institutions under-resourced, and the gap between legal frameworks and lived access — particularly for rural and diaspora communities — remains wide. Azerbaijani diaspora communities in Russia, Germany, and Turkey face the additional challenge of navigating social events without any accessible infrastructure in their host country.
