- Bahasa Indonesia is the formal national language, but across Java, Bali, Sumatra, and Sulawesi, daily household and neighbourhood conversations happen primarily in local languages: Javanese, Sundanese, Balinese, Batak, and hundreds of others. For a deaf person, following everyday Indonesian life means following whichever regional language the speaker grew up with — not the standard Bahasa they may have learned.
Constant code-switching

Indonesia has 18.5 million people with hearing loss — one of the highest burdens globally — spread across a country of 270 million people, 17,000 islands, and hundreds of local languages. In a 2015 national survey, Indonesia's Central Statistics Agency found that almost 9 million Indonesians over the age of 10 had difficulty hearing. For deaf and hard of hearing people navigating Indonesian daily life, the challenge is not one language but the patchwork of Javanese, Sundanese, Balinese, Batak, and other local languages that form the texture of daily existence in each region — alongside a formal national language that is rarely what people actually speak at home.
Around 74% of deaf Indonesians are unemployed, according to research on the Indonesian deaf community. Government facilities, hospitals, and religious institutions have very few sign language interpreters. Indonesian Sign Language (BISINDO) exists but is not universally understood even within the deaf community, where multiple regional sign languages are still in use. For everyday settings — the warung, the pasar, the mosque, the angkot — there is no interpreter, no captioning standard, and no accessibility infrastructure. There are also 79 schools for the deaf in a country with over 2 million deaf students, meaning most have no educational access at all.
Hearing loss prevalence in Indonesia is growing, driven by high rates of chronic suppurative otitis media (particularly in rural areas), noise exposure, and limited preventative healthcare access across the archipelago. The 4.2% hearing loss prevalence figure from the WHO regional study understates the full challenge. The gap between the scale of the deaf and hard of hearing population and the support available in daily Indonesian life is one of the widest in Southeast Asia.
