Why Bosnian is hard to understand
Pitch accent
- Rising and falling tones you cannot see
- Bosnian inherits the Shtokavian pitch-and-length accent system, where stressed syllables carry rising or falling tones and long or short quantities. These distinctions ride on pitch and duration, not on the lips. Even as the system softens in urban Sarajevo speech, a deaf traveler gets no visual cue for the tone that separates one word from another at a counter.
Ijekavian reflexes
- The 'ije' and 'je' sequences that reshape words
- Standard Bosnian uses Ijekavian pronunciation, where the old Slavic vowel jat surfaces as 'ije' or 'je' — mlijeko for milk, rijeka for river. These diphthongal sequences make familiar words look different from the Ekavian forms used elsewhere in the region, so a lip-reader calibrated to Serbian speech meets unfamiliar vowel shapes.
Affricate contrasts
- Č and ć, dž and đ look almost identical
- Bosnian distinguishes two pairs of postalveolar and palatal affricates — č versus ć and dž versus đ — that sit very close together in the mouth and look nearly identical on the lips. Bosnian also retains the /h/ sound in words where neighbouring varieties drop it. At a ticket window these fine contrasts decide the word but give a lip-reader nothing to work with.
Regional accent range
- Sarajevo, Herzegovina, and the Krajina all sound different
- The Bosnian of urban Sarajevo differs from Herzegovina in the south and the Bosnian Krajina in the northwest — in accent, rhythm, and vocabulary. Intercity coaches connect all of these regions, so over a single journey a deaf traveler encounters several recognisably different ways of speaking.

The deaf population of Bosnia and Herzegovina is estimated at roughly 3.3% of the general population, though researchers stress that the lack of systematic study makes any figure difficult to pin down. Rehabilitation studies have worked with samples of over a thousand deaf and hard of hearing people registered with employment offices and social-care centres — a snapshot of a community whose true size is unknown because the data infrastructure to count it does not exist. This absence of reliable data is itself a barrier: services cannot be planned for people who are not measured.
Bosnia recognised sign language in law in 2009, granting deaf people the right to interpreters when dealing with government bodies and requiring state broadcasts to be interpreted. But standardisation of the language is still incomplete, and the recognition has not translated into accessible travel infrastructure. Sarajevo Airport, the ŽFBH railway, and the intercity coach network that most Bosnians rely on all communicate through spoken Bosnian, with no real-time captioning at counters or platforms. A health and transport system still recovering from the legacy of the 1990s war rarely reaches deaf travelers with the information hearing passengers receive for free.
