Why Slovenian is hard to understand

Pitch and length

  • Tone and vowel length hidden in the voice
  • Standard Slovenian distinguishes words by pitch and by vowel length, and both live entirely in the voice. A deaf viewer watching a news anchor or a dubbed voice gets no visual cue for the tone or the length that separates one word from another.

The dual

  • A grammatical form for exactly two
  • Slovenian keeps a full dual number — special endings used when there are exactly two of something. These endings attach to the tail of the word where lip-reading is weakest, so a deaf viewer can miss whether a speaker meant two people or many.

Schwa reduction

  • Casual speech drops vowels into a schwa
  • In everyday and fast on-air speech Slovenian squeezes vowels down to a neutral schwa and collapses consonant clusters. The mouth barely moves for these, so a deaf viewer following a talk show or interview loses whole syllables in the flow.

Dialect density

  • One of Europe's most dialect-rich languages
  • Slovenian has dozens of distinct dialects across seven major groups in a small country, and speakers bring their regional sound onto the screen. A deaf viewer calibrated to Ljubljana speech meets a markedly different vowel and stress pattern from a Prekmurje or Primorska speaker.

The Challenge

The scale of the challenge

Slovenia's Deaf community has used Slovenian Sign Language on television since 1980, when RTV SLO and the national deaf association launched a dedicated signed programme, and the broadcaster has run a Broadcast Access Services team since 2018. Behind those signed windows is a much larger population of hard of hearing viewers across a country of around 2.1 million with a steadily ageing profile — people who need captions on the screen, not signing.

Slovenian law obliges only public media providers to make their broadcasts accessible, and RTV SLO delivers with teletext subtitles on its main channels and interpreted daily news. But that duty stops at the public broadcaster: commercial channels, streaming, and the foreign content that fills the schedules fall outside it, and the translation subtitles on foreign films were never built for deaf access.

The result is a viewer covered for public-service news and signed programmes, and left out of most of what is actually on the screen.
