Why Persian is hard to understand
Back-of-throat consonants
- Sounds made deep in the throat, invisible on the lips
- Persian has several consonants produced far back in the mouth and throat — خ, غ, ق — with no visible lip movement. On a TV drama or a news read, a deaf viewer sees nothing of these consonants, yet they distinguish common words that carry the meaning of a scene.
Ezafe linking
- An unstressed vowel that ties phrases together
- Persian links nouns to their modifiers with the ezafe, a short unstressed -e that is often not written and easily missed. It carries essential structure but sits on weak, fleeting vowels, so a deaf viewer cannot see how the parts of a phrase connect on screen.
Short-vowel omission
- The vowels that carry meaning are the ones that drop
- Persian short vowels are unstable and reduced in fast speech, while long vowels stay stable. In a rapid news read or a drama scene the short vowels that separate two words weaken and disappear, leaving a deaf viewer with a consonant skeleton and no way to fill it in.
Tehrani versus Dari
- Iranian and Afghan Persian differ on screen
- Persian-language film and TV span Tehrani Iranian Persian and Afghan Dari, which differ in vowels and in whether certain back consonants merge. A deaf viewer calibrated to Tehrani Persian meets different lip shapes from a Dari production.
Voice-over and dubbing
- Foreign content voiced over, lips never match
- Foreign film and news are widely voiced over or dubbed into Persian, so the words a viewer hears do not match the lips on screen. For a deaf viewer relying on lip-reading, this content is impossible to follow from the face alone.

Hearing loss is common in Iran: a population study in Tehran found hearing impairment in around 14% of people, with roughly 5% having disabling hearing loss, elevated by the country's high rate of consanguineous marriage. Yet media accessibility has barely developed: researchers describe an absence of national guidelines for subtitling for the deaf and hard of hearing in Iranian broadcasting, and only a limited number of cinemas offer accessible subtitles.
The legal foundation is thin too — the constitution contains no direct reference to media-accessibility rights, and disability-rights commitments have not been followed with adequate implementation. Iranian television leans on voice-over translation for foreign news and content, which leaves a deaf viewer with a mouth that never matches the soundtrack; live news carries no reliable captions; and streaming and social content are largely uncaptioned.
