Why Hebrew is hard to understand

Guttural consonants

  • Sounds made in the throat, invisible on screen
  • Hebrew has guttural consonants — het (ח) and ayin (ע), along with a glottal sound — produced in the throat with no lip movement. On a TV drama or a news read a deaf viewer sees nothing of these sounds, and where ayin is reduced to a catch in the voice, whole word distinctions disappear.

Uvular resh

  • The r sound made at the back of the mouth
  • Modern Hebrew's resh (ר) is a uvular sound, produced far back in the mouth with no visible lip cue. It is extremely common, so on screen a deaf viewer constantly misses a consonant that shapes the words of a scene.

Unwritten vowels

  • The vowels that carry meaning are the ones that vanish
  • Hebrew words are built from consonantal roots, and the vowels that turn a root into a specific word are normally unwritten and easily reduced in fast speech. On screen a deaf viewer is left with a consonant skeleton and must guess the vowels — exactly the information a lip-reader cannot recover.

Root-and-pattern homophony

  • Related words that sound and look almost alike
  • Because Hebrew derives many words from the same three-consonant root by changing the vowel pattern, closely related terms sit very near each other in sound and on the lips. In a fast scene, a deaf viewer who misses the vowel pattern cannot tell which form of the root was meant.

Hebrew–English code-switching

  • English dropped into Hebrew content
  • Israeli TV, film, and online content mix English terms and product names into Hebrew constantly. A deaf viewer meets English phonology on the key word, then returns to Hebrew, with no visual warning and no lip to read after a cut.

The Challenge

Israel requires captioning on part of TV — but most content is left out

Israel's deaf and hard of hearing population is estimated at around 7,000 deaf people and some 500,000 with hearing impairment, and most deaf Israelis use and understand sign language. Israel has a broadcasting-accessibility law: the 2005 legislation requires a quarter of programming on particular channels to be broadcast with subtitles and sign language, with captions on news at reasonable hours.

But a 25% requirement leaves three-quarters of programming without accessible captions, and it applies to particular channels rather than the whole media landscape. Streaming and commercial content vary widely, social and short-video content is largely uncaptioned, and — beyond the coverage gap — the gutturals, uvular resh, and unwritten vowels that make Hebrew hard to lip-read leave a deaf viewer stranded wherever a caption is missing.
